The Kentucky tories getting sick.

--The Louisville Journal says:

‘ "The policy recommended by the Secretary of War in his official report, endorsed by the President in his annual message, and adopted by the whole Administration, changes the whole aspect of the contest from a relief of the oppressed people of the South to a war of conquest, subjugation, and assassination!"

’ The Journal has but little hope that the adoption of the extreme measures contemplated can be prevented, there being, in its opinion, but three ways in which it is possible that its prevention may be attained, to wit:

  1. "1. By such triumphs of the Northern arms as will rob the Administration of the pretext of necessity for their radicalism.
  2. "2. By such a pressure of public opinion on the Administration that the President cannot withstand it.
  3. "3. By the resignation of the Commander-in-Chief and all its principal officers rather than link their swords with the infamy of such measures.
