Army contractors.

--The Yankee contractors give the army of Lincoln no small amount of trouble by their rascality. General Halleck writes to the Quartermaster General at Washington that the shoes issued to the troops wear out in four days. He says a change must be effected if the Government hopes to keep the army of the West together.
