Executive Clemency.

--Governor Letcher pardoned on yesterday a man named James Ross, who was sent to the Penitentiary by the Circuit Court of Augusta county for three years, for maliciously placing obstructions on the track of the Virginia Central Railroad--The prisoner had served out two years of his time. His discharge was solicited by a large number of respectable gentlemen.
