Death of Mayor Monroe.

--The Atlanta Confederacy is informed by Hon. F. H. Hatch, late Collector of the port of New Orleans, that Mayor Monroe, who had been so long imprisoned by Butler, the vile beast, is dead. He died from the effects of his imprisonment on Ship Island, where he suffered from neglect, all manner of want, disease and torture of body, besides that of mind.
