Congressional Summary.

A bill concerning the fees of District Attorneys, with an amendment providing that the excess of fees over $5,000 shall be paid into the Treasury.

A bill supplemental to an act to establish Judicial Courts in certain Indian territories.

A bill to authorize the President to offer rewards for the apprehension of fugitives from justics.

Also, Senate bill to authorize the Secretary of War to purchase or lease real estate; and,

A Senate bill to provide for the appointment of Chief Constructer in the Navy.

A bill increase the salary of the Judge of the Eastern District of Virginia was rejected. Also, a bill to fix the salary of the Commissioner of Patents.

The Senate bill to provide for the seizure of railroads to facilitate transportation for the Government was discussed at some length, and finally postponed until to day.

The Senate bill to conficate the interest of alien enemies in the telegraph lines was then taken up. A motion to indefinitely postpone the further consideration of the bill gave to a protracted debate. The motion was finally rejected — ayes 9, nays 10; whereupon the Senate resolved itself into secret legislative session.

The House immediately after assembling on Monday went into secret session and look up for consideration the Tax bill reported from the committee of conference of the two Houses. The bill was passed, and the injunction of secrecy removed, after which the House adjourned.
