The militia officers, with their guards, were as busy as bees collecting together and getting them ready for service all persons not properly exempt from militia duty including foreign residents and refugees. The Commander in Chief of the militia thinks very properly that if Richmond is worth living in, it is worth defending; and he is determined to make the evaders of the conscript law too the mark to the militia call. Some few able bodied men may, succeed in escaping the vigilance of the guard for a day or two, but they will be discovered and put into line, as sure as the sun shines.
