Aliens and Passports.

has the following paragraph:
During Friday, after the news of the attack of the enemy on Charleston
had reached this city, upwards of thirty aliens, with consulate protections applied for and obtained passports to leave the city.
The fact coming to the notice of His Honor, the Mayor
, he gave instructions at the Municipal Passports office
to refuse passports to those claiming them as aliens.
In this, we think, the Mayor
was perfectly correct.
Aside from the moral and manly obligation of men of foreign birth, who have their domicil here, who have resided amongst us for years, and have availed themselves of the opportunities of speculation afforded by the vicissitudes of the times, to aid in the defence of their homes, their property and the country which gave them protection in all their rights of person and interest — apart from this obligation it has been decided by our highest courts of law that the resident alien is liable to conscription under the act of the Confederate Congress.
In other words, that the plea of such confers no military exemption not enjoyed by the citizen.
Such being the case, they should not be allowed to expatriate
themselves in the hour of danger, while our boys of eighteen are enrolled to fight for the privileges they enjoy.
