Treason is a civil offense against the Confederate States, and must be tried by civil authorities. If the military branch of the Government know of civil traitors they ought to report them to Judge Halyburton's officers, and not confine them in Castle Thunder. If the civil officers know of military offenders, they ought to turn them over to the Provost Marshal, and thus secure their trial by Court-Marshal. If this course were pursued all the branches of the Government would work harmoniously, and important matters that now escape notice would then be discovered and brought to light.
