Later from Europe.

The steamer Hibernian, from Liver-pool on the 6th, via Greencastle on the 7th, has arrived off Cape Race. The political news is uninteresting.

The Confederate loan on the 5th opened at a further violent decline, the first transaction being 35a30 discount. It afterwards rallied, closing at 26a24 discount.

Liverpool, Aug. 7.--The sales of cotton this week have been 27,000 bales, including 4,000 bales to speculators, and 3,000 to exporters. The market is easier, at a decline of one quarter of a penny on American. The market closes quiet at the following authorized quotations:

Stock in port, 307,000 bales, including 43,000 American.
