--certainly affairs of great public convenience — are wantonly abused by boys, who fill the spouts with stones and sticks, and resort to other means to unfit them for service. The police should keep an eye to these young ruffians, and punish them. The Engineer of the city will confer a public blessing by having it speedily repaired.
