In the
Senate, yesterday, a joint resolution was announced as having been passed in the
House instructing our
Senators and requesting our Representatives in Congress to vote for a bill paying cavalrymen for horses lost is service, and to furnish the troops with nations of tobacco.
Agreed to.
A communication from the
Executive in regard to the number of criminals pardoned, and his reasons therefore, was read and tabled.
A bill was reported to amend and re-enact chapter 213 of the Code to reorganize the Penitentiary.
Also, a bill providing for an additional appropriation to the Virginia Military Institute.
A bill to provide for the employment in the public service of free negroes convicted of misdemeanors, was taken up and passed.

In the
House, yesterday, much time was consumed in the discussion of the joint resolution proposing an increase of the joint Committee on a Supply of Salt.
The bill to reorganize the militia of the
State was taken up, discussed, and finally indefinitely postponed.
No other measures of interest were discussed or introduced.
