Punishing Surprises.

We trust that Congress will not fail promptly to pass the bill which requires the President to reduce to the ranks every officer who permits himself to be surprised.--We have had enough of criminal negligence, and it is time an adequate remedy should be applied. Sleeping upon a post is punishable with death, and a want of official vigilance is quite as culpable, often more so, and exposes an army to calamities as great.
