Confiscating the property

of those who flee the country at this time to avoid military service should be the aim and end of every legislator in the land. Thousands of fortunes have been made by a class of men who have never raised their hands to aid the Government in its hour of peril, and now that they are to be forced to shoulder their muskets to protect that property, they are running off to our enemies, hoping to enjoy their gains when peace is restored. All such should have their effects confiscated to the Government, and they should never be allowed to return to the South.
