New Government for Louisiana.

--J. L. Riddell contrived to get 18 votes for Governor in St. Tammany and 9 in St. James Parish, La., on the strength of which he issued writs of election to the Yankee Congress to a batch of aspirants for pay and mileage, and went on to Washington to have these proceedings confirmed.
