The military bill.

It is to be hoped that the Senate will concur in the amendment of the House to the military bill, whereby the conscript age is confined to its present limits. Any other measure ought to be entitled, "An act for filling up Confederate hospitals and exterminating old men and boys." The organization of this description of force should be left to the State, which needs an organization of home guards, to protect the country from raids and servile disturbances.
