Cholera Abating.

--The State Department has received a very able communication from Mr. Alexander W. Thayer, United States Consul at Trieste, dated November 13, 1865, in which he states that the Central Sanitary Commission of that city had voted to report it as their unanimous opinion that the disease did not exist in an epidemic form. Mr. Thayer states that, since the 23d of October, although the number of cases have increased, they do not average three per day, and that no fears need be entertained that the cholera will be introduced into the United States from Trieste.
