Washington, December 19.
--Senate.--Mr. Wilson's resolution calling on the Secretary of War for a detailed statement of the numerical strength of the regular army was adopted.

Mr. Morrill introduced a bill to incorporate the Potomac Navigation Company and Transportation Company. Referred to the Com-......

Mr. Trumbull gave notice of a bill to enlarge the power of the Freedmen's Bureau.

A message from the President was read, accompanied by a report from General Grant.

Mr, Sumner disapproved of the report, characterizing it as "a white-washing report, " which reminded him of the Kansas message of Franklin Pierce in 1856.

Messrs. Dixon and Doolittle replied to Mr. Sumner, defending the message as an able and truthful statement of the facts.

House.--Mr. Farnsworth offered a resolution, which was adopted, calling on the Committee of Elections to inquire into the alleged charge of disloyalty against Mr. Harris, of Maryland, and report the same to the House, together with such action as they may recommend.

The House, by more than a two-thirds vote, adopted an amendment to the Constitution providing against the assumption or payment, by the United States, of any debt incurred by the late Confederate States, or any States thereof.
