--General Grant said in his recent report that the Freedmen's Bureau was a present necessity, but seemed to be operated by the different agents of the Bureau according to their individual notions.
General Howard, the Commissioner of the Bureau, in view of this assertion, has issued a stringent order that the most thorough inspection shall be at once made, and the errors complained of corrected.
Any agent or officer who presumes to act contrary to such instructions will be forthwith removed or reported to the Department Commander for trial by court martial.
