The question again recurs, What form of government shall this be? Of course, it must be a modification of a military despotism, or a modification of the patriarchal form of government. I am free to say that I can conceive of none so appropriate as that adopted by civilization, for the purpose of controlling a barbarous or semibarbarous race (and especially such as could not amalgamate) dwelling in the midst of a civilized community: that is, the system of domestic government now in operation in the Southern States.
