[157] To fully develop and carry out the purposes intended, and to establish on a firm basis the ‘Louisiana Soldiers' Home,’ in which all classes are interested, it is hoped that the General Assembly will continue the appropriations on a more liberal scale, for the extention and maintenance of this humane and deserving institution.
