The Legislature.

A report was returned in the Senate yesterday adverse to the petition for the enslavement of certain free negroes. The report of the Commissioner to the seceded States was read and ordered to be printed. The bill concerning the American Agency was made the order for Friday next. The bill respecting suits for the recovery of Western lands will be considered on Monday. A number of local bills were passed.

The House passed a number of Senate bills. A bill was reported "to encourage ship building in Virginia." A petition was presented from citizens of Preston and Monongahela counties, asking relief in the matter of taxes upon the licenses of merchants beginning business. House bill for the partial suspension of the sale of State bonds, and to provide for complying with existing contracts already made upon the Covington and Ohio Railroad, was taken up, and a ryder being affixed, it was put on its passage and defeated. The vote was after wards reconsidered, and the bill made the order of the day for Friday next.--The Directors of the Penitentiary were requested to report to the House the financial condition of that institution and the store connected therewith. A communication was sent in from the First Auditor, enclosing a statement of the condition of the Banks of the State.
