Cotton and tobacco.

We suppose the next movement of the smart Yankees will be to permit England and France to come into Southern ports unmolested, and obtain cotton and tobacco, provided they will bring nothing that the South requires. We apprehend that this device will not answer, and that the South will not permit any foreign nation to supply its necessaries in our ports, except by supplying ours, in arms, munitions and every article of war or peace that we may require.
