Western Virginia.

--Wheeling, Feb. 13.--The Constitutional Convention this morning adopted the following as a section of the article on the fundamental provisions of the Constitution of the proposed new State of West Virginia, with the understanding that this section should be a settlement of the vexed question:

‘ "No slave shall be brought, or free persons of color come, into this State, for a permanent residence, after this Constitution goes into operation."

’ This will ensure a large majority for the Constitution.

The Legislature is still in session, but will adjourn to-night. Holliday's Cove Railroad bill was again defeated to-day in the House of Delegates.
