Military and Civil Offices.

The President yesterday notified the two Houses of Congress that he had approved and signed the bill entitled an act to authorize the discharge of certain civil officers from the military service of the Confederate States. This bill makes provision for the discharge from military service such persons as may be elected or appointed to civil stations under their respective State Governments, but is not understood to include magistrates.
