Senate.
Friday, December 9, 1864.
The Senate was called to order at the usual hour,
Lieutenant-Governor Price in the chair.
In order to ascertain whether a quorum was present, the
President ordered a call of the roll, when only twenty-four members answered to their names — less than a quorum by two.
On motion of
Mr. Garrison, of
Accomac, an adjournment was thereupon agreed to till 12 o'clock to-morrow.
House of Delegates.
The
House met at 12 o'clock M., and was opened with prayer by
the Rev. Dr. Moore.
Mr. Hutcheson introduced a resolution, directed to the
Committee for Courts of Justice, to compel aliens to take out naturalization papers; also, to require military service of all citizens of
Maryland within the
State, upon pain of losing their right to hold and possess property in the same; which was agreed to.
Mr. Edwards offered a resolution to empower the overseers of the poor in the several counties to impress supplies for the use of the poor, to be paid for at the regular schedule rates.
Agreed to, and referred to the
Committee for Courts of Justice.
Mr. Scott submitted a resolution, directed to the
Committee on Roads and Internal Navigation, to require railroad companies to invest a certain percentage of their income to keep the roads and rolling stock in repair.
Mr. Murtaugh, by resolution directed to the
Committee on Military Affairs, advised the amendment of the law for the relief of soldiers's families, so as to include the families of all soldiers who have been driven from their homes by the enemy.
Mr. McCue offered a resolution to amend the law for the protection of sheep, so as to admit its more stringent application.
Mr. Burwell offered a resolution looking to the creation of a commissioner of roads and internal communications and the abolition of the office of commissioner of public works.
In a communication from the
State Auditor, received, the deficiency stated in the message of the
Governor for the fiscal year, 1865, is cut down by the correction from eleven million, four hundred and eighty thousand, three hundred and forty-five dollars and seventy-four cents to three million, nine hundred and twenty-two thousand, three hundred and thirty-nine dollars and fifty-six cents.
