He did the same thing at Heraclea. For thither also Publius Rupilius led settlers and gave them similar laws about the appointment of the senate, and about the number of the old and new senators. There he did not only receive money, as he did in the other cities, but he even confused the class of the original inhabitants and of the new settlers.
