<milestone unit="sentence" n="16710" />It is impossible for me to give you an account of all the acts of barbarity, inhumanity, and bad faith I have witnessed during my captivity, but I will endeavor to mention such instances as will give you as correct an idea of the true condition of our men as possible.</p> 
<p>

<milestone unit="sentence" n="16711" />On the <dateStruct value="-05-3" full="yes" authname="--05-03"><day reg="3" full="yes">third</day> day of <month reg="05" full="yes">May</month></dateStruct> last, near <placeName reg="Rome, Floyd, Georgia" key="tgn,2024102" authname="tgn,2024102">Rome, Georgia</placeName>, my command having become so reduced by hard fighting and marching, during the <measure n="7days" type="date">seven days</measure> previous, that it was evident to me that we (about <num value="1500">one thousand five hundred</num> officers and men) would fall into the hands of the enemy, and, after holding a <orgName n="War Council" type="council">council of war</orgName> with my regimental commanders, it was decided to capitulate, and thus secure the best terms possible for the command as a condition of surrender.

<milestone unit="sentence" n="16712" />In accordance with this decision I met the rebel commander, <persName n="Forrest,General,,,," id="n0093.0109.00451.07809" reg="mostcommon:Forrest,N.,B.,,:8" authname="forrest,n.,b."><roleName n="General" full="yes">General</roleName> <surname full="yes">Forrest</surname></persName>, under a flag of truce, when a stipulation was entered into between him and myself, whereby it was agreed that my command should surrender as prisoners of war, on the following conditions, to wit:</p>

<milestone unit="sentence" n="16713" /><num value="1">1</num>. Each regiment should be permitted to retain its colors.</p> 
<p>

<milestone unit="sentence" n="16714" /><num value="2">2</num>. The officers were to retain their side-arms.</p> 
<p>

<milestone unit="sentence" n="16715" /><num value="3">3</num>. Both officers and men were to retain their haversacks, knapsacks, and blankets; and all private property of every description was to be respected and retained by the owner.</p> 
<p>

<milestone unit="sentence" n="16716" />The above terms were in a measure respected while we remained with <persName n="Forrest,General,,,," id="n0093.0109.00451.07810" reg="mostcommon:Forrest,N.,B.,,:8" authname="forrest,n.,b."><roleName n="General" full="yes">General</roleName> <surname full="yes">Forrest</surname></persName>; but no sooner were we turned over to the rebel authorities than a system of robbing commenced, which soon relieved us of every thing valuable in our possession.

<milestone unit="sentence" n="16717" />The blankets, haversacks, and knapsacks were taken from my men at <placeName reg="Atlanta, Fulton, Georgia" key="tgn,7013331" authname="tgn,7013331">Atlanta</placeName>.

<milestone unit="sentence" n="16718" />They were also robbed of nearly all their money, and most of them lost their overcoats at the above-named place.

<milestone unit="sentence" n="16719" />Here, too, the colors and side-arms were taken from us. My men were turned into an inclosure without shelter of any kind, destitute of blankets and overcoats, as I have before stated, and kept under guard for <measure n="4days" type="date">four days</measure>, during which time a most disagreeable cold storm prevailed; after which they were sent forward to <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName> and soon exchanged.</p> 
<p>

<milestone unit="sentence" n="16720" />My officers were sent to <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName> after a stay of about <measure n="10days" type="date">ten days</measure> in <placeName reg="Atlanta, Fulton, Georgia" key="tgn,7013331" authname="tgn,7013331">Atlanta</placeName>.

<milestone unit="sentence" n="16721" />On our arrival at the rebel capital, we were all searched separately, and all moneys found in our possession were taken from us. For a few days thereafter we were allowed to draw small sums of our money for the purpose of purchasing food.

<milestone unit="sentence" n="16722" />But this privilege was soon denied us.</p>

<milestone unit="sentence" n="16723" />I then asked and obtained permission from the rebel authorities for the officers to send home for money, clothing, and provisions.

<milestone unit="sentence" n="16724" />The clothing and provisions were generally delivered to the parties ordering them, providing the package or box containing them was not broken open and rifled of its contents before it reached its destination, which was frequently the case; but in no case within my knowledge has the money been delivered to the owner.

<milestone unit="sentence" n="16725" />The retention of this money, after expressly agreeing to deliver it, is an act of perfidy that beggars description.</p> 
<p>

<milestone unit="sentence" n="16726" />I have repeatedly called the attention of the rebel authorities to the terms of my surrender, and demanded that its provisions be complied with; but <persName n="Winder,General,,,," id="n0093.0109.00451.07811" reg="mostcommon:Winder,nomatch:0" authname="winder"><roleName n="General" full="yes">General</roleName> <surname full="yes">Winder</surname></persName>, commandant of the prisoners, took from me the stipulations signed by <persName n="Forrest,General,,,," id="n0093.0109.00451.07812" reg="mostcommon:Forrest,N.,B.,,:8" authname="forrest,n.,b."><roleName n="General" full="yes">General</roleName> <surname full="yes">Forrest</surname></persName>, which he still retains, and refuses to be governed by its provisions.

<milestone unit="sentence" n="16727" />My officers, together with something near <num value="1000">one thousand</num> other <placeName reg="United States" key="tgn,7012149" authname="tgn,7012149">United States</placeName> officers, are confined in a large warehouse building, with an average space of about <num value="25">twenty-five</num> square feet to each man. This includes all room for washing, cooking, eating, sleeping, and exercising.

<milestone unit="sentence" n="16728" />They have no bunks, chairs, or seats of any kind furnished them, consequently they both sit and sleep on the floor.

<milestone unit="sentence" n="16729" />The windows of the building were entirely open until about the middle of <dateStruct value="-12-" full="yes" authname="--12"><month reg="12" full="yes">December</month></dateStruct> last, when pieces of canvas were furnished for the purpose of closing them to keep the cold out; but, as this would leave us in the dark, we were compelled to leave a portion of them open and endure the cold.</p> 
<p>

<milestone unit="sentence" n="16730" />Many of the officers were entirely destitute of blankets until our Government sent a quantity to us in the fore part of the winter.

<milestone unit="sentence" n="16731" />The supply of blankets is now exhausted, and officers who have been captured during the last <measure n="6weeks" type="date">six weeks</measure> have none furnished them.</p> 
<p>

<milestone unit="sentence" n="16732" />The rations furnished both officers and men by the rebels consist of about <measure n="1l." type="pounds"><num value="1">one</num> pound</measure> of corn bread, made from unbolted meal, and <num value="1">one</num> <num value="4" type="ordinal">fourth</num> of a pound of poor fresh meat per day. The meat has been issued to the prisoners but about half the time since the <dateStruct value="-12-1" full="yes" authname="--12-01"><day reg="1" full="yes">first</day> of <month reg="12" full="yes">December</month></dateStruct> last.

<milestone unit="sentence" n="16733" />In addition to the rations of bread and meat, as above stated, the prisoners draw about <num value="2">two</num> quarts of rice to <num value="100">one hundred</num> men. There is a sufficient quantity of salt furnished, and a very small quantity of vinegar.

<milestone unit="sentence" n="16734" />I will here remark that in a few instances, say <num value="6">six</num> or <num value="8">eight</num> times at most, a small quantity of sweet potatoes has been issued instead of the rations of meat.</p>

<milestone unit="sentence" n="16735" />The above is the sum total of the rations issued to our officers and men now prisoners of war.</p> 
<p>

<milestone unit="sentence" n="16736" />The condition of our unfortunate enlisted men, now in the hands of the enemy, is much worse than that of the officers.

<milestone unit="sentence" n="16737" />From early in <dateStruct value="-05-" full="yes" authname="--05"><month reg="05" full="yes">May</month></dateStruct> last, when I arrived in <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName>, to about the <dateStruct value="-12-1" full="yes" authname="--12-01"><day reg="1" full="yes">first</day> of <month reg="12" full="yes">December</month></dateStruct>, all the enlisted men were taken to what is called <placeName reg="Belle Isle, Bryan, Georgia" key="tgn,2161651" authname="tgn,2161651">Belle Island</placeName>, and turned into an inclosure, like so many cattle in a slaughter-pen.

<milestone unit="sentence" n="16738" />Very few of them had tents, or shelter of any kind, and the few tents furnished were so poor and leaky as to render them but little better than none.</p> 
<p>

<milestone unit="sentence" n="16739" />All the prisoners are taken to <persName n="Libby,,,,," id="n0093.0109.00451.07813" reg="mostcommon:Libby,de,,,:1" authname="libby,de"><surname full="yes">Libby</surname></persName> when they <num value="1" type="ordinal">first</num> arrive in <placeName reg="Richmond, Richmond, Virginia" key="tgn,7013964" authname="tgn,7013964">Richmond</placeName>, for the purpose of counting them and enrolling their names; consequently I had a fair chance to see their condition when they arrived.

<milestone unit="sentence" n="16740" />Fully <num value="0.5">one half</num> of the prisoners taken since <dateStruct full="yes"><month full="yes">May</month></dateStruct> last were robbed by their captors of their shoes, and nearly all were robbed of their overcoats, blankets, and haversacks.
