amendment: Be it further enacted, That the sums of money appropriated in this bill for books be deducted from the pay of those members who voted for the appropriation. Mr. Edwards, in explanation, said that he had voted in favor of the appropriation, and was of course willing that the amendment should operate upon himself precisely as it would upon any other member.
