On the 6th of April General Burleson published an address, in which he says: I feel no hesitation in believing that if my orders had permitted me to cross the Rio Grande and retaliate upon our enemy his oft-repeated outrages, by this time 5,000 brave men would have been west of said river, inflicting a chastisement upon him that would result in an honorable peace.
