From Chili and Peru--the Situation. New York, December 13. --The steamer Baltic has arrived from Aspinwall with the California mails and seven hundred and thirty-eight thousand dollars in treasure. Valparaiso dates of November 7th, and Callao November 21st, are received. There was no change in matters in Chili. The blockade continued.
