Late Northern and European news. [special Dispatch to the Richmond Dispatch.] Norfolk, Jan. 10. --A gentleman from Baltimore informs me that great activity prevails at Fortress Monroe. A portion of Burnside's expedition left Annapolis yesterday morning. Three gun-boats and three large transports anchored off Fortress Monroe yesterday evening. Four thousand soldiers came down to Fortress Monroe to-day. The Day Book has received the New York Herald of the 9th. Theof twenty millions, by direct taxation; and in connection there with the expediency of collecting telegraph adn stamp duties, and duties upon cotton, tobacco, and segars. Gen. Siegel had resigned. [by Association .] Petersburg, Jan. 10. --The editor of the Express has dispatch from Norfolk, of this date, in which it is stated that Mr. Zacharie, of New Orleans, recently taken from on board a British vessel, on the coast of Texas, has been released by the Yankee Government,
French man-of-war fired into by the Federal fleet. Mobile, Jan. 10. --On Monday last a French man-of-war approached Ship Island under a neutral flag, for the purpose of business with the French Consul at New Orleans.--She was fired into by the Federal fleet and somewhat crippled, but did not return the fire. The Yankees apologized, but the Captain refused to accept the apology. He came to Bay St. Louis, and telegraphed to New Orleans. On Monday there were nearly thirty Federal vessels at Ship Island. After this affair all but five left, and they are very quiet.
