hat the trade is important, and ought to be free; in 1711, a committee once more report that the plantations ought to be supplied with negroes at reasonable rates, and recommend an increase of the trade. In June, 1712, Queen Anne, in her speech to parliament, boasts of her success in securing to Englishmen a new market for slaves in Spanish America.
