North Carolina, on the 22d of December, 1789--one month after ratifying the Federal Constitution — passed an act ceding, on certain conditions, her western territory — now constituting the State of Tennessee--to the Federal Union. She exacted and required Congress to assent to this, among other conditions: Provided always, that no regulation made, or to be made, by Congress, shall tend to emancipate slaves.
