The Convention was called to order at 12 o'clock.
Prayer by the Rev. Mr. Peterson, of St. James' (Episcopal) Church.
Publishing the Debates.
Mr. Clemens said he rose to a privileged question, for the purpose of putting the stamp of reprobation and denial upon a report which had gained credence through the newspapers, but would previously offer a resolution to test whether the debates of this body should be made the object of private enterprise, or kept in the hands of those employed by the Convention to report them with a view to their publication hereafter.
The resolution is as follows:
Resolved, That the President of this Convention have authority to employ, at a fixed rate of compensation, a sufficient number of reporters to take down, as they occur, the debates of this body, with a view to the publication of the same hereafter, in a portable form, if it shall be deemed, by this body, e

The Senate was called to order at the usual hour.
Mr. Isbell in the Chair.
Bills Reported.--Mr. Paxton, by leave, introduced a bill to incorporate the Rockbridge White Sulphur Springs Company; to enforce balances due from Commissioners of forfeited and delinquent lands; to prevent abuses of the telegraph; for the relief of the securities of Eugenius Tibbs, late Sheriff of Ritchie county; directing the payment of certain interest to E. J. O'Brien; amending an act passed March 20, 1860, authorizing the Council of Richmond to construct a Railroad in its streets.
Remonstrance.--Mr. Brannon presented the remonstrance of sundry citizens of Randolph county, against changing the Eastern terminus of the Sclavin's Cabin and Summersville Turnpike.
Memorial.--Mr. H. W. Thomas presented a memorial of the pilots upon the Potomac river, asking an increase in the rates of pilotage.

Prayer by the Rev. Geo. Jacobs, of the Mayo street Hebrew congregation.
A message was received from the Senate announcing the passage of a number of bills, most of which were read by title, and referred to House committees.
The following Senate bills were passed: Incorporating the Baltimore and Fredericksburg Steamboat Company; authorizing the issue of preferred stock by the Alexandria, Mount Vernon and Aquotinck Turnpike Company; incorporating the Norfolk County Railway Company.
Bills Reported.--The following bills were reported from committees, viz: Appropriating a sum of money necessary to pay for the publication of the Code; providing for the voluntary enslavement of free negroes without compensation to the Commonwealth; refunding to Wm. H. Martin a sum of money paid on an erroneous assessment of lands.
