From Portsmouth.[Special correspondence of the Dispatch.] Portsmouth, May 8th 1861. Nothing transpired calling for notice since yesterday. No arrivals of troops, though companies may reach here to-day by the train from the South. Batteries are to be erected on St. Helena, opposite the Navy-Yard, and the beautiful grounds and the main building at Cedar Grove, adjoining St. Helena, are to be appropriated as quarters for troops. There are brick-kilns, containing between seven and eight hundred thousand bricks, on this private property, which are intended to be removed, as they serve as a barrier to an invading force from the interior. Mayor Grice is now no longer "Mayor" Grice. He is universally admitted to have been a most active, energetic and industrious official and his necessary relinquishment of this position is as generally regretted.
