Confederate Congress.first session.Senate. Wednesday, Feb. 19, 1862. The Senate was called to order at 12 o'clock M. Prayer by Bishop Early, of the Methodist Church. The journal of yesterday was read. Mr. Clay, of Ala.; Mr. Summer, of La.; and Mr. Perlan, of Miss., appeared in their seats. The oath to support the Constitution was administered to each of them. Appointment of Clerk, Etc. On motion of Mr. Orr, of S. C., the Secretary was authorized to appoint an Assistant Secretary, a Journal Clerk, and a Recording Clerk. House of Representatives. Wednesday, Feb. 19, 1862. The House convened at 12 o'clock, and was called to order by the Speaker. Prayer by Rev. James A. Duncan. After the reading of the Journal of yesterday, Messrs. Foster, of Ala.; Chambers, of Miss.; Burnett, of Ky.; and Smith, of N. C., presented themselves at the desk of the Speaker and were duly sworn in. Mr. Jones, of Tenn., moved a reconsideration of the resolution adopted yesterday, informing the Senate of the readiness of the House to proceed to count the vote for President and Vice President of the Confederate States, which being agreed to, the following resolutions were offered as a substitute: Resolved, That the Speaker of the House appoint two tellers, to be associated with such as shall be appointed on the part of the Senate, to superintend the counting of the vote for President and Vice President, and that the Senate be advised of this appointment. General Assembly of Virginia.Senate. Wednesday, Feb. 19, 1862. The Senate was called to order at 12 o'clock by Lieut. Gov. Montague, and opened with prayer by Bishop Early, of the M. E. Church. House message. A message from the House announced the passage of Senate bill entitled an act to amend the 5th section of chapter 13 of the Code, in relation to administering the oaths to be taken by the members of the two Houses of the General Assembly; and that it had agreed to a preamble and resolution in relation to Judge E. P. Pitts, of the 5th Circuit, in which they respectfully ask the concurrence of the Senate. The preamble and resolution provides that the General Assembly will, on the 25th March, proceed to depose said Judge from his office, should the charges of disloyalty alleged against him be proved. On motion of Mr. Thomas, of Fairfax, the matter was referred to the Committee of Courts of Justice. Fraudulent Militia officers. A message was received
House of Delegates. Wednesday, Feb. 19, 1862. The House proceedings were opened at 11 o'clock with prayer by Rev. Dr. Duncan. The bill to refund the damages paid by the sureties of Thomas K. Davis, late Sheriff of Prince William county, was passed. Mr. Prince offered a resolution that the Clerk be authorized and requested to publish in the Richmond papers the bill providing for exemptions from military duty. Mr. Fleming moved as a substitute that 2,000 copies of the bill be published in pamphlet form, which was adopted. The Speaker presented a communication from, the Governor relative to gross frauds committed by Col. John Snyder, in command of the 135th Regiment, and Col. A. C. Balley, in command of the 142d Regiment Virginia Militia. Laid on the table and ordered to be printed.
