General Assembly of Virginia. Tuesday, March 3, 1863. Senate.--The Senate met at 11 o'clock A. M., the President of the bed, Mr. Montague, in the chair. The Chair announced in a preliminary remark that Messrs Collier and McKenner, the Senators from Petersburg and Accomac, were absent by reason of personal indisposition. A communication was received from the House announcing the passage of certain Senate bills, with amendments, which were concurred in by the Senate. The act to incorporate the Farmville Insurance Company (a Senate bill passed by the Senate and reported to the House) was reported back with amendments, which were concurred in, and the bill passed finally. The bill to provide representation in the General Assembly for districts in possession of the enemy coming up as the unfinished business of Saturday, Mr. Robertson having the floor spoke at some length, and was replied to in just terms in support of the bill by Mr. Nesson, of Mason. Confederate States Congress. Tuesday, March 3, 1863. Senate--The Senate met at 12 o'clock, and was called to order by Mr. Hunter, of Va. Mr. Davis, of N. C., introduced a bill to increase the efficiency of the Army, which was referred to the Committee on Military Affairs. It provides that the privates of the Provisional Army shall be divided into a first and second class — the first shall receive $14 per month pay and wear a distinctive mark or badge of their class, and any private of the second class presuming to wear the distinctive mark or badge of the first class shall be punished by sentence of a Court Martial. Mr. Wigfall introduced a bill to provide a staff for the commander of an army in the field; also, a bill authorizing the appointment by the President, by and with the advice and consent of the Senate, of as many Assistant Inspector General; Assistant Quartermaster-Generals, and Commissaries, as the service may require, with rank not above that of Colon

Tuesday,March 3, 1863.specie and Bank notes. --There has been an extraordinary advance in the premium of gold since our last report. On Saturday last it was sold at $2.50@2.60, advancing during the day; and yesterday it went up "like a rocket" until it reached $3, being an advance of 40 per cent! Silver was affected in like manner. To-day the market was more quiet, but the advance was fully maintained. Various causes for this sudden advance in specie are assigned, but it is doubtless chiefly owing to the demand from blockade runners and foreigners leaving the Confederacy. Bank notes have also advanced, the brokers selling at 50 per cent premium. Sterling exchange is held at $1.60.
