ixth and Seventh Florida infantry and Martin's light battery. His scene of operations was a wild and difficult mountain region throughout which were people disaffected toward the Confederacy. It was necessary to control and at the same time to use much discretion in dealing with them. So the task of a department commander in that section was a very difficult one. During the time in which he exercised command his department was quite free from the presence of Federal troops. On the 5th of May, 1863, he resigned his commission and retired from the military service of the Confederate States. Brigadier-General Joseph Finegan, a prominent lawyer and statesman in Florida before the war, was early in 1861 placed by Gov. John Milton at the head of military affairs in the State.
