that East Tennessee and his immediate front were safe; that the roads were such that extensive movements in that latitude were impossible for either army, and so a small force could hold his lines while he should move on Mobile, and thus greatly advance the Spring operations. In this letter his intention of including Mobile in his plan of a movement in the Spring from Chattanooga, also appears. Omitting the description of the general situation, it is as follows: Chattanooga, December 7, 1863. Major-General Halleck, Washington. * * * * I feel unwilling, or rather desirous to avoid keeping so large a force idle for many months. I take the liberty of suggesting a plan of campaign that I think will go far toward breaking down the rebellion before Spring. It will at least keep the enemy harassed, and prevent that reorganization which could be effected by Spring if left unimpeded.
