ent. Sec. 16. The Secretary of the Treasury shall forthwith advertise this act in such newspapers published in the several States and by such other Secretary of War and the Secretary of the Navy shall each cause it to be published in general orders for the information of the army and navy. Sec. 17. The forty-second section of the act for the assessment and collection of taxes, approved May first, eighteen hundred and sixty three, is hereby repealed Sec. 18. The Secretary of the Treasury is hereby authorized and required, upon the application of the holder of any call certificate — which by the first section of the act "to provide for the funding and further issue of Treasury notes," approved March twenty-three, eighteen hundred and sixty-three, was required to be "thereafter deemed to be a bound"--to issue to such holder a bond therefore upon the terms provided by said act. States, who has no-command, and cannot be assigned to any appropriate duty, or who is incompetent or inefficient, or who may be absent from his command or duty without leave: Provided, that any officer who may be discharged for incompetency, inefficiency, or absent from his command or duty without leave, shall be entitled to a trial before an examining board, under existing laws, if he demands it of the Commanding General within thirty days: Provided further, that it shall not extend to any officer who is absent on account of his captivity. "Approved, February 17, 1864." IX. All officers, whether of Regular or Provisional Army, absent from their commands and not on duty, as well as those who are without assignment to duty by competent authority, will report their address by letter to this office, stating the circumstances of their absence from duty, and if unassigned, when and where last on duty.
