It appears that the institution of slavery is in full practice among the Yankees with the contrabands in their possession, and that the much promised "freedom" for the blacks turns out to be no freedom at all. They are subject to more restrictions than they ever were by their masters. The following is an order issued by the health officer of Natchez, Miss: Health office, Natchez, Miss., March 19, 1864. To preserve the general health of the troops stationed in the city of Natchez and of the inhabitants, and to guard against the origination here, and the introduction of pestilential diseases the ensuing summer and autumn, it imperatively requires the prompt, vigorous, and steady enforcement of the sanitary regulations heretofore prescribed in this city.
