Mr. Garland, of Arkansas, offered a resolution, which was agreed to, instructing the Finance Committee to inquire whether the act of the 14th of June last, increasing the compensation of the heads of the executive departments, etc., includes the special agents of the Post-Office Department; and if not, whether it is expedient to increase the compensation of such agents. Mr. Maxwell, of Florida, offered a resolution, which was agreed to, instructing the Naval Committee to inquire into the expediency of allowing rations to warrant officers of the navy serving on shore.
