Congressional. Washington, Feb. 12. --Senate--Mr. Crittenden presented a Union memorial from Massachusetts, signed by 22,000 names. Mr. Sumner attacked the memorial. He said the day for compromise had passed. The signers did not know what they signed their names to. Mr. Crittenden responded, and Mr. Sumner rejoined. The Naval Appropriation bill was resumed. Mr. Green made a speech against the steam sloop amendment. He defended the right of secession. The amendment was agreed to and the bill passed. House.--Mr. Sherman sent to the Clerk's desk a letter from the Secretary of the Treasury, showing its bankrupt condition, there being only $500,000 subject to draft, and $9,000,000 or $10,000,000 would be required before the 4th of March. The Secretary suggests that a bill be passed to enable him to accept any State guarantee for Government stock which may be issued for the amount deposited with the States in 1836. Confederated Congress. Montgomery, Ala. Feb. 12. --The Standing Committees were announced. The President's message was received and read. A dispatch was received from the Louisiana Convention, cordially approving the nomination of Davis and Stephens. Designs for seal and flag of the Confederated States were referred to the appropriate committee. A resolution was offered, that until otherwise provided, the several officers of customs be continued in office. Referred. A resolution was offered instructing the Committee on Foreign Affairs to inquire into the necessity, as soon as the President is inaugurated, of sending Commissioners to the Government of the United States. North Carolina Legislature. Raleigh, N C. Feb. 12. --The Senate to-day rejected the bill to amend the Constitution by adopting the ad valorem system of taxation, but the vote was reconsidered. To-morrow evening Hon. Samuel. Hall, Commissioner from Georgia, has a formal reception. Federal matters are at a dead calm.
Railroad Accident. Norfolk, Feb. 12. --Last night an engine and three empty cars ran into the South branch of the Elizabeth river, through the open draw. The engineer was deceived by a signal. No one was seriously hurt.

Lincoln En Route. Cincinnati, Feb. 12. --Mr. Lincoln arrived to-day. He made a brief speech, repeating what he said twelve months before the election, predicting a victory by the Republicans. He stated that the new Administration would be conducted in a spirit of compromise, and according to the Constitution. [second Dispatch.] Cincinnati,Feb. 13. --Mr. Lincoln and suite left in a special train at 3 o'clock this morning. They will be due at Columbus (O) at 2 o'clock.

It is supposed that the ice made so fast on the vessel that she foundered, carrying down all on board. Small pieces of a boat and cabin work have washed ashore on the north side of the Vineyard. The wreck is supposed to be that of schr. R. R. Freeman, (of Wellfleet,) Smith, from Tangier, Va., with oysters for Boston. The R. R.

California Pony Express. Fort Kearney,Feb. 12.--The following is additional news per the Pony Express, which arrived here at half-past 6 o'clock this evening: San Francisco,Jan. 26.--The firm of Messrs. Abernethey, Clark & Co., extensive lumber dealers, of this city, have failed for a large amount. They have been engaged for many years in the business, and received their supplies principally from Oregon. All the candidates for U. S. Senator are invited to address a meeting of the Legislature and the public at San Francisco this evening, on the state of the Union. It is believed that some of them will respond to the invitation. An effort is making among the Douglas members of the Legislature to hold a caucus on Tuesday or Thursday of next week to nominate a Senatorial candidate. An incendiary fire occurred at Sacramento on the 24th, destroying a large boarding- house, known as the "Palace." The inmates barely escaped with their lives. Loss about $150,000.
