Southern Congress.
Montgomery, March 8.
--Mr. Clayton introduced a bill to establish an Admiralty Court at Key West.
Mr. Sharron introduced a resolution inquiring into the condition of the Custom-House at New Orleans.
Mr. Conrad introduced a communication proposing a change in the law regulating boats.
The Army bill was passed.
It was reported that 50,000 men will soon be ready for the field.
[Second Dispatch] Montgomery, March 9.
--Congress did nothing in public.
It is understood that the permanent Constitution will be completed to-night or Monday, and that a recess will follow.
The reported announcement of a Commissioner to Europe was premature.
It is believed that none will be confirmed until the Conference at Washington has been concluded.
Texas Convention. Galveston,March 8.
--On the 4th inst.
the Convention declared Texas out of the Federal Union. Gov. Houston has issued a proclamation to that effect.
The Convention has passed an ordinance authorizing the appointment of delegates to represent Texas in the Provisional Government.
Vessels sent by the Federal Government will not be seized.
Gov. Houston, it is said, will not resign, nor take the oath of allegiance.
The Convention is discussing the ordinance defining treason.
Col. McCullough has been sent with a detachment of Guards to the upper forts.
Large Fire at Sandusky, Ohio. Sandusky, Ohio, March 8.
--A fire this morning destroyed the buildings occupied by N. G. Olds as a machine shop, and Norcross & Upp as a chair factory; also, the large building occupied as offices by the Sandusky, Dayton and Cincinnati Railroad; the Toledo, New York and Erie Railroad; the New York Central Railroad, and the Express Company, together with the Drovers' hotel, and several other buildings.
The principal sufferers are Pitt Cooke, $15,000--insured $5,500; Norcross & Upp, $10,000--insured $4,000: R. B. Hubbard, $6,000; Sandusky, Dayton & Ohio Railroad, $9,000; N. G. Olds, $1,500; H. Colton, Drovers' hotel, $700. The total loss is probably $55,000.

Delaware Legislature. Wilmington, Del., March 8.
--The Delaware Legislature adjourded sine die to-day.
An endeavor was made to call an extra session in April on the state of the Union, but it failed.
The Legislature refused by a large majority to renew the present lottery grant held by Messrs. Wood & Eddy, which expires in a few months.
It is probable that no more lottery grants will be made by this State.

Shipwreck. Norfolk, Va., March 8.
--Ship Victoria, 92 days from Callao, went ashore Friday, 35 miles South of Cape Henry.
In consequence of a heavy Eastern gale to-day, the vessel and cargo will be a total loss.
Assistance has been sent her.
Death of George Minot. Concord, N. H., March 8.
--George Minot, President of the Mechanics' Bank, and Treasurer of the Boston, Concord and Montreal Railroad Company, died suddenly this morning of disease of the heart.

Baltimore Cattle Market. Baltimore, March 8.
--The offering of Beef Cattle at the scales yesterday footed up only 450 head, all of which were taken up by Baltimore butchers at prices ranging from $3 to $4.75, and averaging $3.87¼ per 100 rounds.
The average shows an advance of 12¼ cents per 100 lbs. on last Thursday's rate.
There was a fair supply of Hogs, and sales were made to the butchers at $7.25 to $8 per 100 lbs. for fair to prime lots.
Sheep were in fair supply, and sold at $4.50 to $5 gress.
