New York, July 7. --The special Washington correspondent of the Evening Post says that 12,000 Federal troops had crossed the Potomac within the past twenty-four hours. Col. Duryea has been appointed Brigadier General. F. H. Watton, the Governor of Utah, deeming the support of the Lincoln Government inconsistent with his duty, has resigned. The Federal steamer Monticello, while reconnoitering yesterday about five miles above Newport News, discovered about seven hundred Southerners and opened fire upon them. The Monticello landed seven companies. No particulars are given. British Consuls insist on visiting Baltimore on business, under a truce flag, and accompanied by an armed tug. Hawkins' New York Zouaves had a recent encounter with the Southerners near Newport News. Three Southerners and 24 of the Zouaves were killed. The Zouaves sent for reinforcements. Gallant Exploit. Tallahassee, Fla., July 7. --First Lieutenant Pursichal, of the Columbia Rifles, arrived here yesterday, with a guard of six men, in charge of prize crew consisting of 1st Lieutenant G. L. Selden and nineteen sailors, which were captured on the 21 inst. at Cedar, Keys, by a detachment under the command of Maj. W. M. Smith, on board the steamer Madison. Four prizes were taken, among which is the schooner Fanny, with railroad iron, which was recently captured off the mouth of the Mississippi. Lieut. Seldon was the 2d Lieutenant of the United States steamer Massachusetts. The captured vessels are now at Cedar Keys unloading. Fifteen prisoners were found on board the schooner, consisting of the crew, and who were greatly rejoiced at their unexpected release. Seldon is the first Lieutenant officer captured by the Confederate forces. He is a native of Virginia.
From Washington. Washington, July 7 --P. M.--There is very little news of general interest here. The Republican caucus have decided to push business rapidly through. The war appropriations will be made a once. Senator Wilson's bills to increase the Army and to ratify Lincoln's acts, have been referred to appropriate committees. It is rumored that Messrs. Crittenden and Wickliffe are preparing a compromise. There is no prospect that any measure of that sort will be received for discussion. Senator Breckinridge is a member of the Committee on Foreign Relations.
Important from Missouri. Leavenworth, July 7 --Governor Jackson's Secretary has issued a call for the Legislature of Missouri to meet at Sarcoxie, (70 miles from Fort Scott,) to pass an Ordinance of Secession. The notorious Montgomery has entered Missouri with 4,000 men.
