Senate joint resolution instructing the Committee on Exchanges to inquire whether arrangements can be made for a general exchange of prisoners, and on what terms, and to report what legislation is necessary to that end, was adopted. The House then resumed the discussion of the resolution, introduced by Mr. Gholson, of Virginia, on Wednesday, relative to the prosecution of the war and the employment of negroes as soldiers.
