The resolution of Mr. Hunter sought to make a majority of 125 a constitutional majority. Upon the question of adopting the resolution a long debate ensued, in which it was supported by Messrs. Hunter, Green, Robertson of Richmond, Anderson, Steger, and Forbes, and opposed by Messrs. Collier, Harrison, Fleming, Rutherfoord, and Buford. The resolution is as follows: Resolved, That the true construction of the 26th section of the 4th article of the Constitu of Virginia, requiring the concurrent vote of a majority only of all members actually elected to each House, on the passage of every act which imposes, continues or creates a debt or charge, &c.
