the New-England Soldiers' Relief Association, held Feb. 12, 1866, Hon. William M. Evarts, President, presiding, the following resolution passed unanimously:— Resolved, That the grateful acknowledgments and high appreciation of this association are due, and are hereby tendered, to Colonel Frank E. Howe, for his patriotic and humane devotion to the interests of the soldiers who, disabled and suffering, were the recipients of his thoughtful kindness and care. Also, on motion of Hon. R. E.
