The latest from the North. We have received, through the kindness of a friend, the New York Herald, of Tuesday, the 14th inst., Southwestern Missouri is announced as being clear of rebels. The State elections in Pennsylvania, Ohio, Indiana, and Iowa, were to be held on Thursday. The draft in New York is to take place on the 10th proximo. There are 15,000 men in camp in Massachusetts, and the Boston Post says that Gov.
