Mr. Baldwin objected to the amendment.--He wished it to be distinctly understood that he was irrevocably opposed to any change in the phraseology. Mr. Summers being, by this parliamentary ruse of Mr. Baldwin's enabled to prolong his remarks beyond the allotted 10 minutes, proceeded to show the identity of interest existing between Western Virginia and the Border States. It was, therefore, necessary to have their co-operation. The people of the section to which he referred would make it an indiadjourned session, which was not agreed to.
